Canada to introduce new rules around off- campus work hours for international students

Canada recognizes the valuable contributions of international students and has introduced reforms to the International Student Program to protect students from fraud and financial vulnerability while maintaining system integrity. Immigration Minister Marc Miller announced that the temporary policy allowing students to work more than 20 hours per week off-campus will end on April 30, 2024. After that, students will be limited to working 24 hours per week during study periods to ensure their primary focus remains on academics, though they can work unlimited hours during academic breaks.
These changes are informed by research showing that working more than 24 hours per week negatively impacts academic performance and increases dropout rates. The government is also developing a Recognized Institutions Framework to reward schools that support international students effectively.
Other reforms include raising the cost-of-living threshold for study permit approval and changes to post-graduation work permit (PGWP) eligibility.
Students starting public-private curriculum licensing programs after May 15, 2024, will not qualify for PGWPs. Additionally, the letter of acceptance (LOA) verification process has successfully detected and invalidated fraudulent LOAs.
These measures aim to protect students and ensure they are financially prepared for life in Canada.
