New Canada Home Care Worker PR Pathway Set to Open March 31, 2025

Starting March 31, 2025, the Canadian government will launch a new pathway for aspiring home care workers to attain permanent residency through the Home Care Worker Immigration Pilots (HCWIP). This initiative is designed to address the increasing demand for home care professionals across Canada, outside Quebec.

The HCWIP program aims to attract skilled caregivers to ensure adequate support for needy families. It consists of two distinct pilots: the Home Care Worker Immigration Pilots for Child Care, which targets those offering in-home child care services (NOC 44100), and the Home Care Worker Immigration Pilots for Home Support, focusing on caregivers for the elderly and disabled (NOC 44101).

Application Overview

Starting on March 31, the application portal will open for the "Workers in Canada" stream, which will accept up to 5,500 applications for the 2025 intake. Applicants must be currently residing in Canada under valid permits, and must meet specific eligibility criteria, including language proficiency, education requirements, and verifiable work experience.

Application Caps:

Each pilot will cap applications at 2,750.

Applications will be accepted until the cap is reached, after which a new intake will open on March 31, 2026.

Eligibility Requirements

To participate, applicants must:

      1. Reside in Canada: You must be living in Canada when applying.
      2. Work Authorization: Hold a valid work permit or maintain status under certain conditions.
      3. Language Proficiency: Demonstrate a minimum proficiency (CLB/NCLC Level 4) in English or French.
      4. Educational Credential Assessment (ECA): Have a Canadian high school equivalent or higher.
      5. Relevant Experience: Provide proof of at least six months of related work experience or training.
      6. Opportunities for Out-of-Status Workers

For those who may have lost their status or worked without authorization, the HCWIP also offers a second chance with a public policy stream for individuals who have continuously resided in Canada since legally entering by December 16, 2021.
